7 HOW WILL MY EFFICIENCY TARGET BE SET?

If you wish to sign a CCLA you will be set an energy saving target that must be achieved by the end of 2010. The level of the target will vary between industry sectors and for the craft bakery industry has been set through negotiations between the Government (DEFRA) and NAMB/SAMB.

The targets are based on improvements that are thought to be achievable and cost effective. In other words, the CCLA Target is designed to act as a stimulus to help companies implement efficiency improvements to reduce emissions of greenhouse gases and improve profitability.

The actual target negotiated by NAMB/SAMB for the craft bakery sector is 9% energy saving for bakeries and 4.5% energy saving for shops. Further information on targets is given in Information Sheet 3.

These targets are set relative to your level of product output. This means that if your output rises then you can use more energy as long as your energy use per unit of product output falls. For the Master Bakers CCLA product output will be measured in terms of the "value added of a bakery ring". Value added is the difference between gross sales value and input materials value. This is described in more detail in Information Sheet 3.

Your progress towards the overall target for 2010 is measured at 2-yearly intervals with clearly defined quantitative milestones. The 80% discount is offered for 2 year periods in advance. When you achieve a milestone target DEFRA will re-certify your discount for the following two years. Information Sheet 3 includes details of how milestones will be set.

Progress is measured against performance in the "Base Year". For the Master Bakers CCLA the Base Year is calendar year 1999. If for any reason you have no data available for calendar year 1999 you can submit data for the most recent 12 month period.

There is some flexibility in how targets are set. Individual Participants can select the "currency" of the target – this can be set in units of energy consumption (kWh) or carbon emissions.

If you sign up to the Master Bakers CCLA, you will be required to submit energy consumption and product output data to the Master Bakers
CCL Discount Scheme on an annual basis to check compliance
with your energy saving targets.
