Glossary of Terms

Administration agreement

The agreement established between your company and the Master Bakers Climate Change Levy Discount Scheme. The main purpose of the Agreement is to clarify the responsibilities of your company and NAMB/SAMB during the process of administering the Discount Scheme.

Bakery Ring

A bakery ring is used to group sites in the Master Bakers CCLA. It usually consists of 1 bakery and a number of associated shops.

Base Year

Your performance for each milestone year will be compared to your performance in the Base Year. The Master Bakers Base Year is 1999.

CCL

Climate Change Levy, a new tax on energy used by UK industrial and commercial companies.

CCLA – Climate Change Levy Agreement

An agreement between an eligible company and DEFRA that gives an 80% discount to the Climate Change Levy in return for a targeted reduction in energy use. Also known as a Negotiated Agreement.

CHP

Combined Heat and Power (CHP) is the simultaneous production of electricity and heat in a single process. CHP generates electricity and puts heat to good use, for instance in industry or community heating.

Carbon Emissions

The carbon emissions linked to the delivered energy used at a site.

Climate change

Changes in the climate linked to man-made emissions of greenhouse gases. Also known as the greenhouse effect.

Currency of Target – energy or carbon

Your targets can be based on either energy consumption or on carbon emissions.

Delivered Energy

The energy consumed at a site. This includes all forms of energy, not just that subject to the Climate Change Levy.

Emissions trading

Sale or purchase of carbon "credits" that allow a company that has made significant emission reductions to sell a proportion to a company that has not met its target reduction.

The Scheme set up by NAMB/SAMB to administer its CCLA with DEFRA

Greenhouse gases

Gases that are believed to contribute to climate change. Under the Kyoto Protocol 6 greenhouse gases are targeted for emission reduction. CO2 is the dominant greenhouse gas, representing about 80% of total emissions. The other Kyoto gases are CH4, N2O, HFCs, PFCs and SF6.

IPPC

Integrated Pollution Prevention and Control Directive. An EU directive being used to define eligibility for Climate Change Levy discounts.

Kyoto Protocol

The international agreement that is aimed at limiting the emission of greenhouse gases from developed countries.

Milestone Targets

2-yearly energy efficiency targets used to measure progress of a Participant in a CCLA.

Negotiated Agreement

An agreement between an eligible company and DEFRA that gives an 80% discount to the Climate Change Levy in return for a targeted reduction in energy use. Also known as a Climate Change Agreement (CCLA).

Participant

An individual site or facility that is eligible for a Climate Change Levy discount.

Primary Energy

The total amount of energy used to provide the delivered energy used at a site. This includes the input energy at power stations supplying electricity to the site.

Site Target

The energy efficiency improvement that must be achieved by 2010 by a Participant in a CCLA.

Umbrella agreement

The Umbrella Agreement is the agreement between sector trade associations and DEFRA. It sets out the responsibilities for the DEFRA and the Associations, including targets and milestones for the sector as a whole.

Underlying Agreement

The Agreement between you and DEFRA. This lays down the basis of the target, together with your obligations for undertaking and reporting improvements against your baseline. The Underlying Agreement was previously referred to as a Participation Agreement.
