Updating Customs & Excise Forms - PP10 and PP11 Background Supplier Certificates (Forms PP10 and PP11) are a critical part of the CCL discount process. Without valid PP10 and PP11 forms your energy supplier cannot give you the relevant rate of discount. You completed copies of these forms after your Climate Change Agreement was approved by DEFRA. Information Sheet 17 entitled "Completing Supplier Certificates" and a copy of the Customs and Excise explanatory notes (PP12) are available for downloading from our CCL website (www.cclevy.com) or can be obtained through our Help Line (0161 874 3668). This new Information Sheet is intended as a Supplement to IS 17 and highlights the actions required to update PP10 and PP11 forms. All companies must REVIEW the correctness of certificates and update them within one year and sixty days of their implementation date. You do NOT need to update your PP10 and PP11 forms if there are no changes in circumstances as described below. If the information on your existing PP10 and PP11 forms is correct then they automatically apply for an extra 12-month period. Change of Energy Supplier If you change supplier for any of your energy sources IT IS ESSENTIAL to send your new supplier a PP11 form immediately. Otherwise, they will be unaware of your discount entitlement. An energy supplier cannot apply the CCL discount without being in possession of this form and is not permitted to apply the discount retrospectively. A copy also needs to be sent to Customs and Excise. We are aware of a number of companies that have forgotten to send new forms when they have negotiated an energy contract with a new supplier. They have subsequently lost a substantial amount of money and this is not recoverable from Customs and Excise. Adjustments to % Discount If the relief percentage estimated was incorrect OR if your estimate for the next 12 months is different you will need to complete a new pair of forms PP10 and PP11. Enter your revised best estimate of eligible energy usage in Box 12 of form PP10 and, if appropriate, enter an adjustment in Box 16. Other Changes If there have been any other changes in your site that would change data previously entered into PP10 or PP11 you must submit revised forms. |
